I suggest stopping and removing a container and create a new one when using docker without docker-compose https://docs.docker.com/engine/reference/commandline/stop/ https://docs.docker.com/engine/reference/commandline/rm/ https://docs.docker.com/engine/reference/commandline/run/.

Same works for docker-compose, just stop an environment https://docs.docker.com/compose/reference/down/ and run it again https://docs.docker.com/compose/reference/up/

Please remember to switch installed flag to null in app/config/parameters.yml

Do you use https://github.com/oroinc/environment? Please use docker-compose -p oro -f environment/php71_nginx_pgsql_full_ee.yml exec php php app/console command to run something

On a custom environment try to investigate services using docker ps or docker-compose config
